Fewer International Graduate Students Admitted by U.S. Universities

For the first time in five years, the number of international graduate students admitted to U.S. universities has declined, according to a study by the Council of Graduate Schools. This is a potentially ominous sign. Over the years, education exchanges have been a cornerstone of U.S. public diplomacy. Even in countries where American foreign policy is not supported, U.S. higher education was highly valued. Think of it as the new jazz, the worldwide American currency of good will, just as American jazz and later rock music helped pull back the iron curtain of the cold war.

Africa: U.S. Military Edging Out Diplomacy - Report

A combination of leadership shortcomings and inadequate funding is undermining US diplomacy in Africa, an internal State Department review has found. "Embassy platforms are collapsing under the weight of new programmes and staffing without corresponding resources to provide the services required by new tenants and requirements," warns the report issued last week by the department's inspector general.

ICRC Calls for Greater Compliance with Geneva Conventions

The International Committee of the Red Cross is calling for greater compliance with the rules of war by states and armed groups around the world. As the ICRC marks the 60th anniversary of the four Geneva Conventions on August 12, the Swiss humanitarian agency warns that many of the laws signed in 1949 to protect civilians and other vulnerable people caught in war are not being respected. The Conventions set out rules governing the conduct of international wars. But since 1949, these wars have increasingly given way to civil conflicts and few of the rules in the Conventions apply to them.

US Aid to Middle East Mixed Blessing for Promoting Democracy
