Holmes: Hard-liners embracing soft power

This article highlights the support of such "hard-liners" as Michael Chertoff, James Glassman, and Robert Gates for soft power. The military adventures and undiplomatic rhetoric of Bush's first term have overshadowed the shift in thinking in his second term. But there are successes worth building on. Obama's foreign policy is a change from the belligerence most of the world, associates with Bush. The on-going shift in attitudes toward soft power, especially among top military brass and in the conservative foreign policy establishment, will be a huge help as Obama steps gracefully to the front of the parade.

So how should the Obama administration institute Public Diplomacy 2.0? First, create a central agency like FDR's Office of War Information (later the US Information Agency) to oversee the public diplomacy efforts of all government departments, including State, Defense, CIA, AID and others. Secondly, enlist the private sector as a partner in public diplomacy. Get the best talent from media, entertainment and technology. The government needs help. It doesn't have the resources, experience or expertise to go it alone.

The Focus is on ‘Soft Power’

He calls for more staffing for public diplomacy, new Web outreach, reopened cultural centers, and more exchanges.

Persuasion, Not Popularity, Should be Obama’s Goal

The Ethics and Public Policy Center (a conservative think tank) held a forum last week on the subject of “public diplomacy.” Jeffrey Gedmin, president of Radio Free Europe/Radio Liberty, explained to the EPPC audience, "It is not for the United States to be popular, [the goal should be] to advance American interests consummate with American values." Gedmin also said that Obama has a unique ability to do public diplomacy well — because, "[Obama] is a weapon of mass attraction.”
