A Message for the New President: Getting Diplomacy Right

Whoever becomes this country’s new president in January, the US cannot continue to conduct its foreign policy along the business-as-usual lines of the Bush administration. The next president will, in reality, have only one foreign policy option. This is the imperative to rely far more on traditional diplomacy, public diplomacy and foreign aid delivered through civilian means to begin to repair America’s face and effectively conduct its business abroad.

Use public diplomacy to boost U.S. image

The element most critical and central to public-diplomacy success? A quality corps of skilled public-diplomacy practitioners. We need to re-invest in such people and refocus on fundamentals. A new generation of talented men and women needs to know that a public-diplomacy career will be rewarding and meaningful. They need to be given the institutional and professional credibility essential to engage effectively with skeptical or hostile foreign publics. And policymakers need to ensure that public-diplomacy specialists are at the table at all stages and at the highest levels as foreign-policy options are being developed.

The key to a better U.S. image

A House subcommittee has held a series of hearings that affirm a "precipitous decline in favorability" toward the US and its foreign policy in recent years. At the urging of Congress, the Department of State, current home of the government's public diplomacy efforts, has commissioned a study to review the instruments and techniques needed to burnish the US image. Three interested organizations, the Brookings Institution, the Business for Diplomatic Action group, and the Washington-based Public Diplomacy Council, will also conduct hearings in July to assess the views of interested parties.

Experts Offer Public Diplomacy Proposals for New Administration

"Rebuilding America's Public Diplomacy: Proposals for a New Administration" is co-sponsored by the Public Diplomacy Council, GWU's School of Media and Public Affairs and the Alliance for International Educational and Cultural Exchange.
