Norwegian Foreign Minister Børge Brende has strongly condemned the Palestinian Authority for using Norwegian aid money to establish a women's center in Burqa named in honor of terrorist Dalal Mughrabi. Brende further noted that "Norway will not enter into any new aid agreements with the Palestinian Election Commission or UN Women in Palestine until procedures are put in place to ensure actions such as these don't happen again in the future."

Stefano Manservisi, the EU's Director General for International Development Cooperation visited Somalia and signed a € 48 million new support package to strengthen governance, promote resilience and support vocational training. During his visit, Manservisi held talks with President Farmaajo and met with federal and regional leaders and confirmed the EU's commitment to supporting Somalia in consolidating achievements in security, governance, productive sectors and technical cooperation.

A new report shows only a small fraction of official development assistance goes toward ending violence against children. For the first time, a review of official development assistance (ODA) to end violence against children has been done. The report Counting Pennies found that in 2015, total ODA spending was $174 billion and of that, less than 0.6 per cent was allocated to ending violence against children. Civil society partners that collaborated on this report were World Vision International, SOS Children’s Villages, Save the Children and ChildFund Alliance.

President Donald Trump on Tuesday proposed drastically slashing U.S. foreign aid spending in Mexico and Central America, which are struggling with drug violence, graft and poverty.  2018 Mexican aid of $87.66 million, down more than 45 percent from the 2016 outlay. The budget proposes scrapping most U.S. money for the Mexican military, along with counterterrorism funds and some governance programs. In Guatemala, U.S. aid would drop almost 40 percent from 2016, to $80.66 million, while in Honduras and El Salvador it would fall nearly a third.

The Philippines hopes the European Union revives an offer to provide development grants -- but this time without conditions linked to the country’s human rights record, according to Trade Secretary Ramon Lopez. “We believe that to help a friend and provide aid it must be without conditions,” Lopez said in an interview late Saturday at a meeting of Asia-Pacific trade ministers in Hanoi, Vietnam. “We would appreciate all aid but we would just request that there be no conditions,” he said.
