The Ronald Reagan Presidential Library is a lovely memorial on a hill, overlooking many miles of California countryside. It also hosts thoughtful discussions about Reagan’s legacy, including a recent one that marked the thirtieth anniversary of his speech to the British Parliament – the “Westminster speech” – in which he proposed an assertive future for builders of democracy.

As public diplomacy expanded in scope and focus, an ambassador's outreach role also expanded. Besides keeping in touch with various organs of the host government, he found it important to have friendly relations with the local media. He also understood that it was critical to be accepted by the political, intellectual and cultural community of the host country.

As former President George W. Bush once noted, learning a foreign language is not just an education priority; it also relates to our economic security, our national security, and the effectiveness of our public diplomacy. President Bush also observed that when you take the time to learn someone's language, you are sending messages that you also care about that person -- her country, her heritage, her future.

When I hear from people about the relative advantages of cultural diplomacy, they often point to the apparent “neutrality” or “apolitical” basis of, say, cultural exchange. Coming from an anthropological background, this often advanced claim has always puzzled me.
