...for all the talk of the Web as a democratic medium, the Internet remains the domain of the developed countries. While three quarters of North America is connected to the Web, just 17.4 percent of Asians and 5.6 percent of Africans are online...Still, accusing the U.S. of ignoring the digital divide would overstate the current scope of online diplomacy. While the agency's digital team is growing, most outreach efforts in the developing world remain decidedly low-tech.

Turks Living in Germany Could be Public Diplomacy Tool

Burak Erdenir, advisor to minister of state and minister of EU affairs and chief negotiator Egemen Bağış, said: “Turkey should start to invigorate Turkish immigrants in Europe as an effective diplomatic tool for EU membership. They have been in Europe for 50 years, but Turkey has not managed to mobilize them...’’ Cenk Alican, former chairman of the Turkish-German Student Union in Munich, noted that one of the main obstacles to effective lobbying are the disagreements between Turkish civil society organizations.
