What's sad here: AFRICOM was supposed to be different - the whole "3D" approach of diplomacy, development and defense, and in first few years it was. Now, word from everyone familiar with the command is this: AFRICOM's focus is all kinetics and kills, with the soft stuff going by the wayside....All hard and no soft makes AFRICOM a nasty boy.

“Our mission is to support the ‘America in 3D’ project of the US Embassy...,” said USS Russel navigator First Lt. Chris Gostel. “America in 3D” is dubbed a “ Road Show in Diplomacy, Development, and Defense” and highlights American culture, values and society. The program was launched last March by the U.S. Embassy in Manila.

Either Europeans will develop the security and defense identity they have advertised for so long, so Europe can have its own credible voice in a world not only run by soft power, or given the expense and difficulties of defeating even Libya, they will simply stop trying. The jury is out, but the verdict is important.

More broadly, a default would leave America a global laughingstock. Our “soft power,” our promotion of democracy around the world, and our influence would all take a hit. The spectacle of paralysis in the world’s largest economy is already bewildering to many countries. If there is awe for our military prowess and delight in our movies and music, there is scorn for our political/economic management.

July brings us our nation's birthday, which allows us to reflect on the beginning of America's history...The State Department's request of $2.14 billion for the contributions to International Peacekeeping Activities account, and recover $322 million cut from public diplomacy in 2008.
