A seismic shift is under way at the U.S. Department of State as Foggy Bottom increasingly draws on Sillicon Valley expertise to develop tools and strategies for remaining effective — and relevant — in a rapidly innovating world...public diplomacy in particular has had to adapt its perspective and overhaul its outreach to stay current in a constantly evolving technological landscape.

In the 18 months since the Lisbon Treaty created the European Union’s diplomatic service – the European External Action Service (EEAS) – there has been more talk than ever of Europe having a “single voice” in world affairs. The service became an urgent necessity with the “Arab Spring”...But a “foreign ministry” is not a foreign policy, and there is little sign that the EU will devise one anytime soon.

A successful foreign policy should not only protect current interests and address today's threats; it should expand the universe of opportunities for American interests overseas, and defuse threats before they materialize. By doing these things, we seek to create an international context which is more hospitable to the entire range of American interests, rather than simply pursuing them individually.

The popularity of Turkish television series, from the Balkans to the Middle East, has brought Turkey to an international audience, and is subtly transforming the image of the country abroad.

When it comes to overseas aid, the British are hard-headed but not hard-hearted, David Cameron declared on July 19th in Nigeria. In Lagos, Mr Cameron painted a vision of British aid as a catalyst for economic growth. A new opinion poll commissioned by Chatham House, a think-tank, shows deep scepticism about Mr Cameron’s foreign priorities.

Sports have always been an effective tool for fostering cross-cultural awareness and breaking down ideological stereotypes. Consider this: Between 1955 and 1985 the U.S. State Department issued on average 1,700 visas a year to Soviet athletes, artists, scientists and students in a policy of “soft power” diplomacy.

The results of a new Zogby poll confirm that attitudes toward the United States among Arab populations are as negative as ever. If the United States wants to repair its tattered image in the Arab world (and elsewhere), it needs to dramatically change its policies, not just have political leaders occasionally deliver nice-sounding speeches.

The first is a new poll measuring U.S. popularity in the region. It is way down. The Washington Post reports that “favorable ratings of the United States have plummeted in the Middle East, according to a new poll conducted by Zogby International for the Arab American Institute Foundation.
