A U.S. attempt to smooth relations with Pakistan using a bit of hip-hop diplomacy hit a speed bump Wednesday when the Pakistani military briefly detained an American music group accused of taking photographs of sensitive installations.

In the case of a decades-long conflict between India and Pakistan, citizen diplomacy has the potential to counter a negative way of thinking about each other through people to people interaction. The Indian and Pakistani governments can help create a better environment for future official relations by supporting the unofficial citizen diplomacy already occurring.

As part of its cultural diplomacy program, the U.S. embassy brought the FEW Collective, a hip-hop troupe from Chicago, to Islamabad, where they danced, rapped and recited poetry to a Westernized, educated elite audience of young Pakistanis.

The latest issue of the Atlantic Monthly devotes a major cover story to Pakistan. Neither the article nor the cover (a photo of a grubby jihadist) capture Pakistan's most flattering side, and the title, "The Ally From Hell" does not appear to do so either.

"Aalu Anday" or "Potato and Eggs" starts innocently enough but soon launches into a tongue-in-cheek attack on the country's political establishment and its conservative, religious underpinnings. The song has not only made waves in Pakistan, but across the border in India, where the plight of Pakistan's beleaguered liberals has won a lot of sympathy.

Sesame Workshop provides a top-notch creative model...for conducting public diplomacy. But the real significance of this program is that it appropriates the power of citizen diplomacy to the youngest of the youth population. In a country like India, with 160 million children under the age of six, this is no small feat, and it’s a unique means of empowering a new generation of citizen diplomats.
