US ‘to cut immigrant detention’
US officials are expected to announce plans that would allow illegal immigrants not considered a threat to be taken out of jails, reports say...Detainees who are not criminals could be kept in hotels and nursing homes, according to leaks of the plans...Each year some 380,000 illegal immigrants are detained in US jails alongside regular prisoners, ahead of deportation.
Make wine not war: Lebanon winemaker
Most of the world's winemakers worry about the weather because great wine is made in the vineyard, but in Lebanon they worry about other things...The 2006 vintage will be released on November 22, Lebanon's Independence Day. It is from the harvest that began just as the ceasefire went into effect at the end of the Israel-Lebanon war, when vineyards on both sides of the border were under fire.

Clinton, Gates on U.S. Power, Persuasion
Before an appreciative SRO audience tonight at George Washington University's Lisner Auditorium, Secretaries Clinton and Gates fielded questions from CNN's Christiane Amanpour and GW's Frank Sesno on some of the top foreign policy and national security challenges of the day: Afghanistan, Pakistan, Iran. Yet they did not forget to address the question that had originally motivated their joint appearance at GW -- namely, the use of "smart power" by the Obama administration, including in public diplomacy and strategic communication.

This morning in Cape Town, South Africa the Mo Ibrahim Foundation released its annual index of governance in Africa. Using four categories -- safety and rule of law, participation and human rights, sustainable economic opportunity, and human development -- the winners were the usual suspects: Mauritius first, followed by Cape Verde, the Seychelles, and Botswana. The equally predictable losers are Somalia, Chad, and Zimbabwe.
