Assoc. Prof. Oğuz Güner is a faculty member at Ankara Yıldırım Beyazıt University, the Department of International Relations.

He completed his undergraduate studies at Yıldız Technical University and his graduate and doctorate studies at Istanbul University, Graduate Department of European Studies.

In 2018, he was a visiting fellow at the Faculty of Social Sciences of Aalborg University (Denmark). In 2019, he worked as a post-doctoral researcher at the European Societies, Acteurs and Governments Research Center (Sociétés, Acteurs, Gouvernement en Europe) at the University of Strasbourg (France) with the Jean Monnet Scholarship Program of the European Union.

Güner currently works as the Head of the Public Diplomacy Department at the Turkish Presidency's Directorate of Communications and is also a member of the Communications Specialization Committee of the UNESCO Turkey National Commission.
