Could a digitally adept nation change the rules of public engagement and become an influence far beyond their physical and financial resources? Why not? For one thing, the digital diplomacy space needs positive presences. In some ways, it has become a slightly moribund arena, with innovation at a premium. It's a digital cliché, of course, but diplomacy needs its disruptors.

For the past decade the Molotov song “Gimme the Power” has served as an anthem of youth rebellion decrying corrupt police and politicians in Mexico. This week, its lyrics became the banner under which thousands of young people protested online and in the streets against Mexico’s new telecommunications law, which they believe infringes on their civil rights.

Brazil said Wednesday it is moving to secure its communications through its own satellite and digital networks to end its dependence on the United States, which is accused of electronically spying on the region. "Brazil is in favor of greater decentralization: Internet governance must be multilateral and multisectoral with a broader participation," Communications Minister Paulo Bernardo told a congressional panel.

The creation of equalizing platforms like computers, smart phones, and tablet notebooks with access to the internet has superseded the need for the customary ingredients of open societies. The entire world is slowly becoming an open society, and even reclusive dictatorships scan Google Earth to see what was recently discovered.

...Azerbaijan’s desire to pursue more active public diplomacy was driven primarily by the constant concerns over falling behind Armenia in the “information war” front of the Nagorno-Karabakh conflict, which remains to be the most important issue for Azerbaijanis. Having achieved economic success, Azerbaijan is keen to use it oil revenues in order to promote its image abroad and influence foreign audiences.
