A lot of my diplomatic counterparts in Havana look completely bemused when I talk to them about Twitter or tell them what my last blog was about. That’s not because they don’t know what Twitter or blogging is but because they don’t really see social media as playing a role in their daily diplomacy.

In most African countries, if you send an email across town it makes a long and circuitous journey to North America or Europe or even Japan before arriving in the inbox of the intended recipient. That costs money in international connection charges and also results in a myriad of latency issues.

Bhutan was the world’s last hold-out against television and is regarded by travelers as a Himalayan Shangri-La. But Bhutan’s decision to make itself the poster boy for electric transport is further proof of its willingness to embrace technology as part of its unique Gross National Happiness development model, says its prime minister.

Japan has pledged more than $200 million in aid to the Palestinian Authority, as representatives from 22 nations reiterated their support of the Palestinians' quest for their own state. The pledge was announced Saturday at the second Conference on Cooperation among East Asian Countries for Palestinian Development, held in the Indonesian capital of Jakarta.

Successful public diplomacy is based on providing foreign publics what they need, be it information, a vaccination program, or help in securing economic well-being. A good example of working toward the latter can be found in a speech delivered by U.S. Assistant Secretary of State Anne Patterson in Jordan on February 25, during which she outlined some of the steps the United States is taking to “enhance regional trade and investment that will spur growth and jobs.”

One often hears that Brazil’s economy is stuck in the “middle-income trap.” Since the debt crisis of the 1980’s, Brazil has failed to revive the structural transformation and per capita income growth that had characterized the previous three decades. But, with the right mix of policies, it could finally change its fortunes.

For a city, there’s nothing quite like the glory of winning an Olympic bid. The highly competitive process starts nine years before the games and involves untold amounts of campaigning and planning. Once selected, fortunate cities have seven years to prepare, updating their infrastructure and building new, impressive facilities. If they pull it off, they get two weeks to show it all off to the entire world.

UN officials lashed out as violence threatened efforts to help civilians. 'We understand that a war is going on. But even wars have rules,' the UN humanitarian chief said angrily. It has not been a promising 24 hours for mediation and humanitarian efforts in Syria. The UN's humanitarian chief lambasted the effort to provide aid to the Syrian city of Homs Thursday night, and today, UN special envoy to Syria Lakhdar Brahimi warned that the failure of ongoing negotiations was "staring us in the face."
