France launched its second major African intervention in a year on Friday as its troops rushed to the Central African Republic's capital, Bangui, to stem violence that already claimed over 100 lives this week. France, which capital Bamako earlier this year, began assembling a new 1,200-strong force for CAR just hours after winning U.N. backing to go ahead on Thursday.

The responsibility to protect is a bad idea. But it could be worse. President Obama’s speech to the UN General Assembly on Tuesday hinted how. At the conclusion of remarks that focused heavily on the Middle East, the president offered a strong endorsement of the doctrine.

As calls for military action in Syria grow louder some people are pointing to NATO'S 1999 intervention in Kosovo as a model. However others say the Kosovo model should not be applied to Syria as it's a different conflict and military intervention would be a bad idea. So where may the answers to ending the Syrian conflict lie?

Syria warned the United States against any military action over a suspected chemical weapons attack in its civil war, saying it would "create a ball of fire that will inflame the Middle East". President Bashar al-Assad's closest ally Iran also said Washington should not cross the "red line" on Syria, where doctors accused his forces of a poison gas attack that killed hundreds last week.

Charter advises that “the Security Council shall, where appropriate, utilize such regional arrangements or agencies for enforcement action under its authority.” The degree to which regional cooperation represents a sine qua non for international action was made abundantly clear in the recent uprising against Muammar al-Qaddafi, as the Arab League sanctioned a no-fly zone over Libya, followed promptly by U.N. Security Council Resolution 1973. But are regional organizations the future of humanitarian intervention?

When Vladimir Putin took office as President for the third time, he sent the Ministry of Foreign Affairs a document outlining the philosophy that would guide his approach to international relations for the next five years. Only recently released, the document is very revealing, showing that Putin’s worldview, and his idea about Russia’s role in that world, has changed substantially since he first took office as president in 2000.

If a state possesses sufficient “soft power,” it has acquired the ability to frame and shame events and actors in international relations...The French role in last year’s intervention in Libya was a perfect example.

At the beginning of the year, few would have predicted that Britain and the United States would be involved in another military intervention. Britain, the United States and European nations were – and still are- cutting their defence budgets.
