However, the United States is not currently in the best position to press these agendas due to Washington’s own flawed human rights record in Latin America and its age-old, persistent tendencies to try to dominate OAS machinery. Generating progress on issues ranging from corruption to drug-related violence at the OAS requires consistently investing political capital, which calls for vocalizing greater prioritization of the organization and demonstrating an eagerness to work in equal partnership with rising hemispheric powers.

As a current citizen of Berlin, I was aware of the large-scale relief effort the U.S. mounted after the Soviet Union had blocked all land supply routes into West Berlin in June 1948, in what became known to the world as the Berlin Airlift. In this context, I had also heard the story of American pilots dropping candy from their C-54s when flying into Tempelhof Airport in West Berlin. I could not, however, have spoken with certainty about the origin or the scope of the candy dropping operation, even though by now whole books have been written on the subject.

Mexicans are much more likely to have a degree before going north than they were seven years ago, and the number of years of schooling of 15-19-year-olds is now pretty similar to that in United States. If more educated workers emigrate, it raises their earning capacity, which gives them and their families even more chance of rising up the ranks of the middle class when they and the money flow back to Mexico. In which case, even fewer will need to go to el Norte. That is real progress.

The State Department’s social media presence vastly dwarfs that of other countries using internet-based tools for public diplomacy efforts, according to a new report by a Canadian think tank.

The term “engagement” is a floating signifier; its meaning is typically embedded in the context of the articulation – who is saying it, in what venue, to serve a particular argument claim, etc. It’s a form of jargon that informs practice, and helps to rationalize acts of public diplomacy into the larger strategic language for U.S. diplomacy.

Matthew Wallin of the American Security Project posed an interesting question in a recent blog post titled “Engagement: What does it mean for public diplomacy?” This question touched a nerve for me, because there are no ready definitions for the term – despite the fact that it appears across statements articulating the purpose of U.S. public diplomacy.
