Representatives of Zambia’s Public-Private Partnership Unit (PPP) returned at the weekend from a visit to the United Kingdom where they presented project opportunities valued at more than USD 22 billion to prospective investors. Chinese Minister of Culture Luo Shugang says Zambia-China cultural cooperation stands out as a role model for China-African cooperation. The Chinese minister has also praised the visit of the Zambian tourism Minister Charles Banda, saying that the visit would elevate existing cultural relations between the two countries to a higher level. The Chinese Minister also agreed to the need for the two parties to expedite the process of finalizing the Cultural Agreement and called for more substance to be added to the framework so as to widen the scope of cooperation.

Cultural diplomacy thrives on the exchange of arts and aesthetic ideas. Research has continued to indicate that this form of diplomacy reveals the social profile of a nation and provides platforms for possibilities in economic cooperation and development. There is no better way to understand a people than to know about their culture. Perhaps, other than France through the Alliance Francaise, China is a classic example of a country that is aggressively promoting its culture in Zambia.
 

She said India's investments in Africa had also received a boost in recent years as African countries were receiving strong investment interest from India due to their high growth markets and mineral rich reserves. The 1,860.5 kilometer-long Tazara railway spanning from Tanzania's commercial center Dar es Salaam to Zambia's Central Province represents one of China's largest foreign aid projects. A tripartite agreement was signed in September 1967 to build the railroad and construction began in 1970. The railway opened in 1975 and in July 1976 was officially transferred to the governments of Tanzania and Zambia, with the Tanzania-Zambia Railway Authority undertaking operations.
