The National Telecommunications & Administration of the Department Commerce on Friday announced a plan to shift responsibility for overseeing the Internet Corporation for Assigned Names and Numbers (ICANN) to “the global multistakeholder community.”   This plan reflects a strong commitment to keeping the technical operations of the Internet in the hands of its nongovernmental community and out of the hands of governmental bodies. 

Yep, you read that headline right. North Korea returned to the days of yore this week when it decided to conduct its warmongering via fax. Quaint. North Korean leader Kim Jong-un, who is playing host to that other 1990s relic Dennis Rodman, sent a fax to South Korea this week threatening a “merciless” strike on the south “without notice” in response to anti-North Korea rallies in Seoul.

Internet access was officially declared a right by the UN in 2011, eight years after the World Summit Information Society first met in 2003. Among their goals was to address the global digital divide; to "improve access to information and communication infrastructure and technologies as well as to information and knowledge; build capacity; increase confidence and security in the use of ICTs; create an enabling environment at all levels; develop and widen ICT applications." Despite this, a decade later, 68% of the world does not have access to internet.

North Korea has agreed to restore a cross-border military hotline with South Korea, in another sign of easing tensions between the rivals in recent weeks, the South Korean government has said. On Thursday, the two Koreas agreed at a meeting in Kaesong to restart the hotline starting Friday, Seoul's Unification Ministry said. North Korea in March shut down the telephone and fax lines used to coordinate cross-border travel to a joint industrial park in Kaesong that has since been shuttered.

To further advance Nigeria’s course on the cyberspace, the National Council on Communication Technology (NCCT), has recommended that all state governments and their agencies should switch to the country’s domain name and adopt the gov.ng platform. NCCT, which gave August 18, 2014 as deadline date for the switch to have been completed, noted that this would not only create a better cyberspace, but also engender economic growth.

The point is that broadband service in the United States is neither what it could be nor what it should be. Yes, the vast majority of Americans have access to very basic Internet service, but here the devil's in the details. Too many rural residents lack even minimal access; too many big cities lack the competition that would create world-class service; and for whatever reason — be it access, cost, quality, or something else — 100 million Americans don't subscribe to broadband service at all.
