The Turkish International Co-operation and Development Agency (TIKA) has been conducting important restoration projects throughout the Balkan countries, which were under Ottoman rule from the 15th to the 19th century, to preserve cultural and historical heritage.

Prof Davutoglu in effect argues that Turkey is able to exercise soft power in its region because of the very qualities the founders of the Turkish Republic in 1923 tried to cast aside. The nation’s first president, Mustafa Kemal Atatürk, famously tried to draw a line under a stale and unprofitable historical legacy in order to play catch-up with the west.

A... historical soap opera based on the life of... Suleiman the Magnificent, it’s just one of more than 100 shows produced last year by Turkey’s booming TV-drama industry. The programs are becoming a wildly popular cultural phenomenon across the Middle East, bringing in their wake a renaissance in Turkey’s soft power and ushering in a low-key social revolution among the housewives of the Arab world.

The AKP argued that establishing ties with the Muslim populations around Turkey would endow Ankara with soft power. But the plan had a flaw: In undemocratic states like Syria and Libya, Ankara was not expanding its relationships with the people, but with brutal leaders such as Bashar al-Assad and Muammar al-Qaddafi.
