Eric B. Schnurer, president of Public Works LLC and a lecturer at the University of Chicago, explores the changing relationship between technology and government in his article E-Stonia and the Future of the Cyberstate, published January 2015 in Foreign Affairs magazine. Schnurer provides an overview of Estonia’s extensive digital services, including its tax, banking and health systems, in order to contextualize the country’s latest endeavor: an e-residency program that grants foreign investors “access to many of the country’s top‐notch online government services."
