In updating its security strategy, the EU should avoid setting itself unrealistic ambitions. Restoring Europe’s soft power means, first and foremost, putting Europe’s own political and economic house in order.

Few Westerners doubt the South Caucasus country of Georgia’s commitment to eventual integration with Europe. But as a massive currency devaluation tightens the squeeze on Georgia’s relatively fragile economy, calls are increasing for ordinary Georgians to reconsider the actual benefits of that commitment.

Turkey's "soft power" in the region stems mainly from its potential for growth and its functioning democratic regime. But no one should minimize the formidable strength Turkey gets from its deep integration with the EU and with all the other significant international institutions.

We cannot forget that international development is also in the best interests of EU citizens. A number of issues such as illegal migration, climate change and terrorism can be best tackled at the root with international aid and support on the ground.

Obviously, Putin fears European soft power, since it is a force to which he has no response.  Russia’s lack of attraction is one of its most serious weak spots. Its leverage rests on its state-controlled extracting industries and its military. 

The 2014 CPD Annual Review demonstrates that although public diplomacy is present in every region of the world, it is predominantly in the northern hemisphere. North America is ranked the most active region in public diplomacy, with the United States contributing the most. Asia (Asia Pacific, Southeast Asia and Central Asia combined) comes in second, and Europe is third, with almost the same presence as Asia. As expected, China, Japan, and South Korea take the lead as the major actors in Asia Pacific. India is also very active in PD in South Asia.
