These projects have their own voice, yet they do propagate a preferred narrative, one of a problem-free Chinese culture. 

The enlisting of digital diplomacy in Russia's national propaganda efforts has caused some diplomacy scholars and practitioners to wonder if Russia isn't ruining digital diplomacy for the rest of us.

The Obama administration is revamping its effort to counter the Islamic State’s propaganda machine, acknowledging that the terrorist group has been far more effective in attracting new recruits, financing and global notoriety than the United States and its allies have been in thwarting it.

On January 21, Andrew Lack, the media titan who at different times has headed Bloomberg, Sony, and NBC News, was sworn in as CEO of the Broadcasting Board of Governors, the federal agency that oversees the five official US government-supported broadcasters, including the Voice of America. (...) In recent years, the BBG has devolved into a widely acknowledged mess: bloated, demoralized, and inefficient. Reviving this tool of public diplomacy will be a major challenge for Lack. 

Andy Lack, the new CEO of the Broadcasting Board of Governors, which oversees U.S. international agencies such as Voice of America and Radio Free Europe, has identified Russia’s propaganda offensive as one of his job’s major challenges, along with the rise of ISIS on social media and Boko Haram. “We are facing a number of challenges from entities like Russia Today which is out there pushing a point of view, the Islamic State in the Middle East and groups like Boko Haram, “ Lack said. 

The Security Service of Ukraine (SBU) has terminated the activities of the Russian organization Gorchakov Fund for Support of Public Diplomacy, which was conducting open, anti-Ukrainian propaganda among Ukrainian students, an adviser to the SBU chief, Markiyan Lubkivsky, has said.

America’s top diplomat for Europe denounced Russian state-media coverage of the Ukraine crisis on Tuesday and belittled the Kremlin’s propaganda efforts in the United States as fallacious and ineffective. “All you have to do is look at RT’s tiny, tiny audience in the United States to understand what happens when you broadcast untruths in a media space that is full of dynamic, truthful opinion,” said Victoria Nuland, the assistant secretary of state for European and Eurasian affairs, referring to the Kremlin-backed global media company.
