The Turkish Red Crescent Society is set to send 625 tons of flour to Syria as part of "Bread&Blanket for Syria," an international campaign aimed at extending humanitarian aid to Syrians forced to leave their homes due to the nearly two-year-old civil war, Turkey's Office of Public Diplomacy said Wednesday.

Prior to the arrival of the Arab Spring, Turkey's longer-term objective was to broaden its influence in the Middle East by promoting a 'zero-problems' foreign policy, not dissimilar to the European Union's 'Neighborhood Policy' of engagement with the 'near-abroad'...The surest test of whether Turkey's attempt to use soft power to successfully influence its relationships with its neighbors will now be what happens in Syria.

In 1994, Bashar al-Assad was appointed chairman of the Syrian Computer Society. It was the only official title he would hold before landing the country’s top job, president, in 2000, but the appointment seemed to speak volumes about the direction in which his country was headed. This was six months into President Bill Clinton’s first term, in the same year that Tony Blair was elected as the leader of Britain’s Labour Party. Modernization was all the rage.

Over the weekend in Doha, Syrian opposition figures reached an agreement to form a group called the National Coalition for Revolutionary Forces and the Syrian Opposition, amid calls from the United States and European and Gulf countries for a show of greater unity. This is another example of American soft power influence in the region.

America's public diplomats face the formidable challenge of undercutting radicals' support by helping improve the lives of the vast majority of Arabs. Their concerns are similar to those found elsewhere in the world: jobs, housing, education, health care, and the other basics of a decent life. Helping to build the foundation for that kind of life should be the driving force for American public diplomacy.

For advocates of the national security/mass atrocities link, preventing, mitigating, and halting atrocities -- through preventive diplomacy, as in Kenya, or military intervention, as in Libya -- will enhance the United States' strategic posture in key crisis arenas and, over the long-term, strengthen U.S. soft power in conflict-affected regions.

The targeted jamming cut off radio and television content by broadcasters including the BBC, France 24, Deutsche Welle and the Voice of America. European satellite operator Eutelsat reports that the “deliberate and intermittent interference,” originated from Syria and Iran.

Syria has told Russia that a mortar attack that killed five civilians across the border in Turkey was a "tragic accident" that will not be repeated, Russian Foreign Minister Sergei Lavrov was quoted as saying on Thursday. RIA Novosti news agency said Lavrov had also told reporters during a visit to Islamabad that Russia had urged Syria to acknowledge this in public.
