Venezuelan President Nicolas Maduro and opposition coalition representatives agreed Tuesday to hold talks on ending two months of anti-government protests that have left 39 people dead in their oil-rich nation.

As violence intensifies in Venezuela amid month-long antigovernment protests, concern over instability in the oil rich nation is demanding the attention of the region. But Venezuela's neighbors, many of which have integrated economic or security interests with this South American country, are wary of angering Caracas, which has rejected any interference in its domestic unrest.

As a result of the recent events that have taken place in Venezuela, the Organization of American States (OAS) and the Union of South American Nations (UNASUR) have both called for discussions. Venezuelan President Nicolás Maduro would like to see the conflicts resolved within the context of UNASUR and has rejected attempts by the OAS to address the situation.

Colombia offered “permanent training” in human rights and landmine programs to countries of the Union of South American Nations (UNASUR) during a meeting on Thursday, according to the Colombian Defense Ministry.

Alarmed by large-scale spying on their state-owned oil and mining firms and monitoring of personal communication of their top leaders and bureaucrats by the U.S. National Security Agency (NSA), South America’s two biggest countries are urging all other countries in the region to form a joint cyber shield to deflect such surveillance. The move, led by Brazil and Argentina, is the first such effort by a group of countries since NSA revelations about mass surveillance began to come out in June.

Argentina will have the opportunity to represent Latin America at the UN Security Council, said Foreign Minister Hector Timerman in reference to the presidency his country will play in that organ this month. Timerman made these statements after two meetings President Cristina Fernandez held last night with Brazil's Foreign Minister Antonio Patriota, and the president of the Inter-American Development Bank, Luis Alberto Moreno, Telam news agency reported here.
