Shiori Iwanaga is a Visiting Scholar at the USC Center on Public Diplomacy. Her research examines the planning and coordination of international events, with a focus on the Olympics and Paralympics at LA 2028 and Tokyo 2020. By analyzing governance structures, stakeholder coordination, and community engagement, her work aims to identify best practices and provide policy and communications recommendations for large-scale event planning and public diplomacy.

Since April 2013, Shiori has been an official at the Tokyo Metropolitan Government. She has extensive experience across multiple bureaus, including the Bureau of Waterworks and the Bureau of Environment where she led international collaboration efforts. Since April 2024, she has worked in the International Affairs Division, leading collaborations and communications between Tokyo and stakeholders in North America and Europe. Previously, she was seconded to the Tokyo 2020 Organizing Committee, where she served as a main contact for over 70 Rights Holding Broadcasters and sublicensees to ensure smooth broadcast operations. She managed services including accommodation, transport, and logistics, conducted venue surveys across 42 competition venues as well as International Broadcast Centre and Olympic Village, and supported the simplification of Games operations in response to COVID-19.
