Vicki Higgins 金薇 is the Program Manager for the U.S.-China Institute and the Center on Public Diplomacy at the Annenberg School for Communication and Journalism, University of Southern California. She recently earned her Master’s in Postsecondary Administration and Student Affairs from USC’s Rossier School of Education. In 2025, she was awarded the prestigious Fulbright Taiwan International Education Administrators award and traveled to Taiwan for a seminar with higher education officials.
A Washington, D.C. native, Vicki holds a degree in Film & Video Studies and Spanish from the University of Michigan, Ann Arbor. Before joining the USC U.S.-China Institute, she spent nearly a decade as Program Administrator for the School of Cinematic Arts’ International Programs, collaborating with industry leaders such as Netflix and leading initiatives like the American Film Showcase, the U.S. State Department’s flagship international film diplomacy program that has reached over 130 countries through screenings, exchanges, and filmmaker training. She also served as the First Gen Liaison, developing tailored programming for first-generation students. Her career in entertainment has included roles in film financing, talent management, and media licensing. Passionate about cross-cultural engagement and student advocacy, Vicki is currently learning Mandarin and resides in Los Angeles, CA.
