State Department seeks “special fund” for Arab Spring

The administration is proposing to trim assistance to Europe, Eurasia and Central Asia in order to bolster spending in areas given higher priority by Secretary of State Hillary Clinton. The Middle East would gain, with the creation of a special $770 million fund to support political and economic reform in the aftermath of the Arab Spring.

Aiming at Asian competitors, China limits foreign television

In its latest move to reshape what Chinese viewers can watch on television, the government agency that oversees mass media has issued a new set of regulations that seek to restrict comedies, dramas and movies from abroad. The new regulations ban all imported programs during prime time and limit such shows to no more than 25 percent of a channel’s offerings each day.

Humor represents a more oblique manner of communicating ideas, and therefore can be a powerful medium to conduct public diplomacy. Indus and the ‘territorial trap’

The Indus is a transboundary stream governed between Pakistan and India through the Indus Waters Treaty of 1960. Celebrated by two generations of policy experts as a model of water diplomacy, the treaty has been subject to much acrimony, doubt and expert and lay speculation in the past decade. The underlying issue is that water scarcity in the region has increased significantly over the past decade.
