The philanthropist Howard G. Buffett—eldest son of multibillionaire investor Warren Buffett—and Rwandan President Paul Kagame go back a long way. Buffett’s foundation has been active in Africa for years, investing more than $140 million in central Africa’s Great Lakes region, which includes Rwanda. Almost every time Buffett visits Africa, he stops by the Rwandan capital of Kigali to see Kagame.

Besides goodwill, another major motivation behind humanitarian assistance is exerting influence. Influence can emerge through cultural, economic, or political means. Political means seeking to resolve a conflict through humanitarian assistance and institutions practicing humanitarian efforts can be identified as ‘humanitarian diplomacy’.

As an emerging middle power Turkey has been actively seeking to exert influence, specifically in the Middle East and in Africa through means of public diplomacy. Educational exchanges, cultural institutions, media outputs, international conferences, infrastructure aid, and humanitarian assistance are Turkey’s most notable governmental and non-governmental public diplomacy tools.

On November 8 Super Typhoon Haiyan (Yolanda) struck the central Philippines with devastating effect. The U.S. offered immediate assistance in disaster relief and the next day U.S. Marines began deploying to the Philippines. At a press conference on November 25, Philippines Secretary for Foreign Affairs Albert del Rosario stated that the U.S. response demonstrated the need for the early conclusion of a new agreement covering the U.S. military presence in the Philippines.

There is no shortage of advice in the United States about how the Obama administration should approach Egypt. The familiar ring of policy prescriptions bouncing around the Beltway and beyond is either a testament to a lack of creativity or limited leverage or the return of some version of the political order that prevailed under Mubarak. Take, for example, Saturday’s lead editorial in the Washington Post called, “The U.S. Must Confront the Egyptian Military’s Push for Authoritarian Rule.”

Aid agencies paid Somalia's al-Shabab militants for access to areas under their control in the 2011 famine, according to a joint report by two think tanks. In many cases al-Shabab insisted on distributing the aid and kept much of it for itself, the report says. Some of the groups are still paying al-Shabab to operate in the large parts of Somalia it still holds, it adds.
