Public diplomacy matters, but it is no substitute for policy. As First Lady Michelle Obama prepares to travel to China, she should consider weaving some policy into what appears to be almost entirely a week-long public diplomacy push. With her mother and two daughters in tow, the first lady will be visiting educational institutions and historical sites and discussing education in the United States and China.

Diplomacy, like negotiation and card playing, is an old, traditional ‘art’. To succeed at all three, the player needs an edge over his or her opponents, an edge based on preparation, confidence and cultural acuity. The more you know going in, the greater your chances of ultimate success.

The United States and China will hold their fourth Consultation on People-to-People Exchange (CPE) in Washington, DC on November 21, 2013. CPE is a gathering of high-level officials and members of civil society to bolster both diplomacy and soft power in an effort to strengthen U.S.-China relations. Turkey's Deputy Prime Minister Bekir Bozdağ attended the opening of a Turkish school in Cameroon, established by the Aziz Mahmut Hüdayi Foundation, on Saturday. On the second day of his visit to Cameroon, Bozdağ participated in the opening ceremony of the school, which is in the city of Maroua.

An expert panel to Prime Minister Shinzo Abe has proposed bolstering support for Japanese-language education in ASEAN countries by increasing the number of teachers, as more people in the region are learning Japanese. The proposal, submitted to Abe on Monday, calls for boosting the dispatch of Japanese-language teachers by utilizing university and graduate students, as well as seniors, to work for up to one year in member countries of the Association of Southeast Asian Nations.
