After the incoherent and neglectful public diplomacy efforts of the 2000s, Russia has enthusiastically embraced all things soft power. And now it just can't get enough of it. The latest initiative, reported by the pro-Kremlin daily Izvestia, is a UK-based Positive Russia fund. The non-profit organization, registered in London at the end of June, is tasked with improving Russia's image among the British public.

U.S.-Ecuador relations have become tangled. In June, president Rafael Correa made headlines when he offered NSA whistleblower Edward Snowden political asylum. This was considered an attempt by Correa to demonstrate that he was not controlled by “el imperio” (the empire, as Washington is labeled by several left-leaning Latin American governments). But Quito ultimately withdrew its offer and, in baffling recent news, has hired a public relations firm, Van Scoyoc Associates (VSA), based in Washington, D.C., to improve its relations with the U.S. government.

Having recognized the widespread damage dealt by a leaked U.S. diplomatic cable that labeled Russia a "mafia state" run by an "alpha dog," the Kremlin has ordered a boost to soft power initiatives to help give the country's image a more positive spin abroad.

The US State Department has awarded PT Ganesha Aggies Jaya a contract for just under $3 million for communications support for the @america public outreach center in Jakarta. The firm will provide public affairs and PR support as well as diplomacy programming for the outreach center, according to a representative from the federal agency. The representative did not provide further details on the contract's length.

Battered by a French-led military campaign in Mali, al-Qaida's North African arm is trying something new to stay relevant: Twitter. The PR campaign by the terror network seeks to tap into social grievances and champion mainstream causes such as unemployment, all in a bid to reverse decline and win new followers.
