Drafted by France to enhance the diplomatic communication and social media engagements of Uganda diplomats and foreign policy students, the French embassy has partnered with Victoria University to train diplomats in the country. As nationalism may seduce the masses, so may vanity have the same effect upon individual diplomats engaged in conflict resolution. While some may debate what strategic interests, conspiracies or prejudices are at play in motivating policy, too frequently it may be the egos of the personalities involved. 

Diplomats are replaced every three or four years. However, this relatively fast departure and arrival of old and new faces, respectively, have little impact on their countries' cultural links with Korea because a group of dedicated people, such as the Seoul Garden Club, who help smoothen the transition.
