Brussels has welcomed Beijing's strategy to boost its soft power by spreading its colorful cultures across globe after years of economic success, said a top European Union (EU) culture official....European Commission's Commissioner Androulla Vassiliou said culture plays an important part in achieving Beijing's aspiration of gaining more global influence and sharpening its soft power.

A Europe that has seen 67 years of post-war peace makes for an inviting haven for the successor states of the former Yugoslavia, who went through a harrowing conflict in the 1990s. For them, entry into the EU is still, above all, a guarantee of security, stability, and peace. In this stricken corner of Europe, the EU’s soft power is very real.

On top of that, up until now Europe has been able to compensate for the crisis of its military influence with a solid soft power relying on the attractiveness of its economic model or strong ties with former colonies. However this well-known hallmark of the European sway is waning too

Given that the EU considers liberal democratic transformation the main criteria of membership, Turkey thus accelerated the process of de-securitization and worked to increase its soft power identity, a sine qua non condition to gain credibility in Western eyes.

Joseph S. Nye, who describes the situation as “present day Europe having seizures of over-optimism and Euro-pessimism consecutively,” also draws attention to another dimension of the problem...a failing Europe is the issueat hand in the new geopolitical order...

Europe’s mastery of soft power seemed destined to eclipse military might in the post-Cold War age. The building of a continent “whole and free”...These days the European dream seems to be turning into a nightmare. The prospect of the euro’s collapse.

The early 2000s did feel like the European moment... In this magazine in 2004, Parag Khanna described the "stylish" European Union as a "metrosexual superpower" strutting past the testosterone-fueled, boorish United States on the catwalk of global diplomacy.

There is not much Germany can do about it but to continue being a peaceful and democratic country using its economic and ‘soft’ power to advance along its own interests the interests of the EU it now leads.
