For liberals hoping for perhaps a less militarist message and a focus on diplomacy and soft power rather than the use of force as lodestars of American power ... well, last night wasn't quite their evening. That whole "changing the mindset" of U.S. foreign policy that Obama talked about in 2008 may have to wait a few more years.

Through more aggressive public diplomacy elements such as listening, cultural and educational exchange, advocacy, and broadcasting, Spain is in a good position to foster understanding and goodwill with its Latin American counterparts.

The effective use of soft power in all its forms is another important resource in our work. We intend to cooperate with civil society institutions, the expert community, business circles and mass media. We will actively use the potential of organizations established last year and other opportunities that we have with civil society in addition to traditional diplomatic instruments.

Thus, one should not be very optimistic about the US ability to create effective linkages with the nascent civilian governments of the region, not even Turkey's. It is “INT'L 101” level knowledge that the main US weakness is public diplomacy.

Thus, Seoul fully recognizing the limits of its hard power, values the utility and significance of soft power. Over the years, it has harnessed its soft power resources in burnishing its image at regional and global fora.

The problem is not with the entertainment industry per se – Hollywood is one of America’s greatest exports to the world, a form of soft power as well as storytelling that can inspire hearts and minds.
