Libyan officials on Wednesday condemned Tuesday’s attack on the U.S. Consulate in the eastern city of Benghazi that resulted in the death of four Americans, including the U.S. ambassador.
Mohamed al-Megariaf, president of Libya’s General National Congress, apologized to the U.S. and Americans for the attack.

The American embassy in Cairo’s response to Tuesday’s attacks in Egypt and Libya have raised new questions about the role of social media in diplomacy... “How do you govern in an era when Twitter is faster than the CIA?” said Philip Seib, author of the book “Real-Time Diplomacy: Politics and Power in the Social Media Era”.

“This is a country in turmoil, seeking a foothold in democracy,” said Brian Conniff, president of the Middle East Broadcasting Networks, Inc., home to Radio Sawa. “We offer a reliable source of news and information essential as the people of Libya strive to shape their future. We are proud to support free media in Libya, most especially during its political transition.”

Peter Frisch, a senior political analyst at the European External Action Service...recommended that the EU work with Arab nations to develop more solid tourism strategies, ensure that democratic leaders stay in power, use public diplomacy to talk to the people and reach out to them...

The Arab Spring is the topic of the USC Center on Public Diplomacy’s latest Media Monitor report. The report looks at the unprecedented revolution in five key nations – Tunisia, Egypt, Syria, Libya and Bahrain – and considers the wide-ranging implications for public diplomacy.

Turkey, the only democratic government in the region, is included among the countries that will be affected by developments in Syria. Trying to exert more influence in the region by means of its “soft power strategy” and economic ties, Turkey may leave this strategy behind and take bold action to protect its interests.

If a state possesses sufficient “soft power,” it has acquired the ability to frame and shame events and actors in international relations...The French role in last year’s intervention in Libya was a perfect example.
