Paúl is one of 10 DACA beneficiaries who spent this month visiting Mexico as part of a cultural exchange program co-sponsored by the Dallas-based Latino Center for Leadership Development and the Mexican government. It’s an ongoing program that seeks to reconnect young DREAMers with their native country, in a way similar to how Jewish advocacy groups sponsor youth trips to Israel.

The University of California is creating stronger bonds with Mexico. The UC-Mexico Initiative, housed at UC Riverside, is a priority UC President Janet Napolitano added to her agenda shortly after taking office three years ago. Since then, the entire UC system, including the 10 UC campuses, have been working with Mexican counterparts in the areas of environment, energy, arts and culture, education and health.

Most countries in the Americas still approach global and regional geopolitics through the realist prism, underpinned by a Westphalian view of international relations. It’s therefore no surprise that the great majority of Latin American foreign ministries do not consider that the ability to attract, coax, and persuade stems from soft power. Given this, brand or mission statement will not alter fundamental geopolitical or diplomatic circumstances.
