Soon enough, Brazil will be able to boast the largest aquarium in South America. It may also be the most truly American project in the Western Hemisphere. While the backers of Acquario Ceará are aiming to create a new design symbol for South America, it will be almost entirely a product of North America.

President Serge Sarigisian completed a weeklong tour of South America, visiting Argenita, Uruguay and Chile. While in Argentina, he took part in the groundbreaking ceremony of the Armenian Genocide Museum in Buenos Aires. 

China’s main goals in South America are economic, but it also hopes to win public and political support.  Thus, an economic push by China is also a soft power push, as Beijing uses its funding (both public and private) to win goodwill in developing countries.

Governments in South America have turned their back on US financial aid. Central Americans have seen tens of thousands of minors depart for the US under the pressure of poverty and violence. And the Caribbean is turning increasingly violent as drug cartels have reclaimed abandoned trafficking routes. Brazil has offered Angola a new credit line worth $2 billion for use in the sub-Saharan African country's energy and construction sectors, Angolan Finance Minister Armando Manuel said on Monday.
