The Center for Innovative Diplomacy (CID) is a major player in city diplomacy and has been credited with fueling the “municipal foreign policy” movement. Based in Irvine, California, CID was created by former mayor Larry Agran in order to encourage both citizen and city involvement in foreign affairs. He and Sociology Ph.D. student Ben Leffel established the CID online archive at the UC Irvine California Digital Library which has a total of 27 publications including past issues of the Bulletin of Municipal Foreign Policy and CID reports.
