As a part of the mandate for public diplomacy in the Ministry of External Affairs, the Division is required to conduct activities engaging and educating Indians about government policies and Indian culture – a form of internal public diplomacy.

If the Confucius Institute's activities here are a benign example of China's soft power, some strategic analysts are more pessimistic about its effects more broadly in South-East Asia and beyond. The US Council on Foreign Relations has pointed out that many authoritarian and developing nations are looking to China as a model for a non-democratic path to economic growth.

International paradigms, as realism and neoliberalism have historically defined the principles of international cooperation considering non-state actors as either negligent or influential. Hydro-politics, considers a new regime in which water can be considered by state and non-state actors as a new strategy to improve international cooperation. However, international law principles and the international water law framework seem to be working contradictory to the logics and schemes necessary for hydro-politics to become a successful platform for multilateral cooperation.

Recently, I argued that Pakistan is not in a position to be either a friend or foe of the United States, due to the de facto civil war among Pakistani's pro-Western and anti-Western citizens.

The message is clear: voters want more, not less, global engagement. They understand that in today's interconnected world it is not an option to wait until the economy recovers before facing global challenges. Should it continue engaging with the world in smart ways, the United States will find plenty of cooperation. Among all the countries surveyed, a majority say that U.S. influence on global affairs is positive.

If the State Department proves unable to maintain America’s leadership—either in physical or now increasingly in virtual environments—other institutions, individuals, networks, or governments surely will fill the vacuum, and not always in ways that serve America’s interests.

The European Council has recently amended certain financial insturments for developing countries. First, the EU's financial instruments have been modified so that they can cooperate with developing countries. These cooperations include, economic partnership, market access for European countries, people to people links and public diplomacy.

Gains in civilian technologies offer a less-threatening way for the country...to recapture a leading role as a technological power. Having access to technology and being a science destination of choice “enhances China’s soft power for sure,”...The government backing and growth prospects also help lure and retain talent, especially people who have spent time overseas.
