The State Department has long cautioned Americans about visiting North Korea, but on Tuesday it went a big step further, issuing a blanket warning against all American travel to the country. This was the first such State Department warning since North Korea began allowing American tourists in 1995, immediately raising the question: why?

The United States and Afghanistan are close to finalizing a deal that would set guidelines for the two countries' relationship after 2014, when the bulk of American forces are supposed to leave the country—more than a dozen years and hundreds of billions of dollars later.

Hull has been chosen to be the UK's city of culture in 2017, beating three other shortlisted cities for the title. The announcement was made in Westminster by the culture secretary, Maria Miller. "This is brilliant news for Hull and everyone involved in the bid there," she said. She added: "This year's UK city of culture, Derry-Londonderry, demonstrates the huge benefits that the title brings."

Often, the enjoyment of a work of art requires one to forget about its message and simply focus on its sensory appeal. In other cases, the work of art is the message. The world's largest social network Facebook has listed Kosovo as a country more than five years after the breakaway territory proclaimed independence from Serbia, officials said Tuesday. "Facebook recognises Kosovo as a state," Minister for EU Integration Vlora Citaku wrote on Twitter. And Prime Minister Hashim Thaci said in a statement that he "was informed (on Monday) by senior Facebook executives... about including Kosovo in the global social network".
